The Statewide Uniform Certification (SWUC) Program went into effect July 1, 2009. As of that date, only firms certified in the SWUC Program will be counted towards minority participation goals on state contracts. The following local governments may no longer certify minority or women-owned businesses;
City of Asheville
City of Charlotte
City of Durham
City of Greenville
City of Greensboro
City of Raleigh
City of Winston-Salem
New Hanover County
No action is required for firms currently certified as Historically Underutilized Businesses (HUB), as the certification will automatically be transferred into the SWUC Program.
Firms not currently HUB certified, but certified with a local Minority/Women Business Enterprise (MWBE) Program, will need to register the firm in Vendor Link NC, and request HUB certification. There will be no further action required by you once this has been completed.
The HUB Office will request your documentation from the local MWBE Office listed during the "Request HUB Certification" process. Transfer of the certification into the SWUC Program will occur once the HUB Office receives the certification from the local certifying office. The firm will need to request certification under the new SWUC Program when the current certification expires.
The HUB Office will accept Transfers of Certifications from local MWBE offices through October 15, 2009.
